Board Meeting Notes:

  1. Notes from Ted Stanley, Representative to the TWA.  
    1. New assessment rates in effect. 

Assessment rates have been lowered by The Woodlands to $0.49 per $100 evaluation from $0.50. 

    1. Governance meetings. 

There will be a new governance meeting January 14th, time and place TBA.  It will be a repeat of the governance meetings held in October.  The Woodlands is soliciting input from residents regarding preferred response to possible annexation by the City of Houston: do residents wish to become part of the City of Houston, would they prefer to incorporate, etc.

    1. New park open.

A new park has opened, Tarramount Park, near the intersection of 242 and 1488l

    1. Woodlands operating budget.

Operating budget for 2006 is $16 million.

    1. Graduations.

Four residents of College Park completed the internal courses of The Woodlands Academy this year.  These courses explain how The Woodlands works, how the associations fit together, etc.  They will be recognized at The Woodlands Christmas Party 12/3.  The party is open to member of the boards for all villages, members of the RDRCs and graduates of the Academy classes.

    1. Donwick street light.

Note: the light in question is not a traffic light but an illuminating street light.  Entergy was set to construct it the week Katrina hit.  Ted has contacted them for an update and is still awaiting a reply.

  1. Elections – Positions for Vice President, Treasurer and Area Representative are available.  Filing forms are available online or at the Woodlands Associations building.  Filing dates: 12/20-1/19. 

Restrictions:

        1. Must be a resident of village you intend to represent
        2. Must be in good standing on assessment fees
        3. Must be 18 or over

Other dates:
1/31 – TWA Representatives forum (position not open for CPVA as it is a 2-year term and elections were held last year)
2/6-2/17 – Early voting
2/18 – Voting
2/20 – Last meeting of current board

Extensive discussion ensued on how to entice residents to vote in the elections.

 

  1. TREMENDOUS turnout for the Halloween Spooktacular.  Unofficial estimates placed the crowds at roughly 450.  Request from the Social Chairman: the budget for CPVA social events was based on previous years’ estimates and doesn’t seem to be quite adequate for the number of residents we now have.  We will review the numbers in the budget assessment for 2006.

 

  1. Holiday lighting displays will be judged 12/8-12/13.  Award are available for best house and best neighborhood.  Prizes will be awarded on the 14th.
  1. Submissions have been made to de-annex Grogan’s Forest (a community within the College Park Village, located on the west side of I-45 off Research Forest) from ESD #4.  Public forum will be 12/13.  We anticipate no opposition because of the feasibility of serving Grogan’s Forest appropriately from the Needham Road station.  Most of Grogan’s Forest is already covered by TWFD; only 3 cul-de-sacs are currently under Needham jurisdiction because of re-districting.

 

  1. No December meeting.
